Most browsers use the so called Locale to determine the default language to use for search results and related content. So say I in Finland and using Google chrome i want to search something, the browser locale is fi for Finland, so the results will default to Finnish Language.

This helps in some way, but searching from Finland does not necessarily means i speak or read Finnish, that is when you need to change the default search language so that it displays the results in your chosen language.
