Wordpress and blogger  among the popular blogging platforms, and yes you can very much use wordpress as CMS, but it does not come outofthebox to serve that. Previously you needed to do some tweaking and coding to make wordpress serve you as a CMS, but nowadays, the paging has been improved to the way that you will make some few customization to make Wordpress your CMS, with almost no coding. But when it comes to those massively content intensive Website, you might need to have a fully CMS for that. I hope the Wordpress guys are working hard to make wordpres fully CMS and Blogging platform.
